PURPOSE: I understand that Teny 2.0 is a tool powered by artificial intelligence (AI) that answers each question asked about the Tenants’ Rights Guide in a question-and-answer (Q&A) format. It is designed to help residential tenants in upstate New York learn their rights in a more digestible manner. A response can generally explain tenants’ rights, legal concepts and terminology, as well as standard procedures in landlord-tenant law. This information may not apply to tenants in New York City or Long Island. Unlike other AI tools, it is not conversational and cannot respond based on a question I asked previously.
SOURCE: I understand that this tool does not source from random unvetted information across the internet. All information provided is based solely on the Tenants’ Rights Guide, which is updated every academic semester by the Cornell Law School Tenants Advocacy Program. It was last updated in September 2025.
LIMITS OF AI: Responses are stored and reviewed by the Cornell Law School Tenants Advocacy Program for accuracy, but each individual response may not be immediately reviewed by an attorney. William J. Niebel is the Director of the Tenants Advocacy Program and teaches the Tenants Advocacy Practicum as an Adjunct Professor of Law. He graduated from the University of South Dakota School of Law in 2005. After law school, he was admitted to the Iowa bar and began focusing on landlord-tenant law as a Staff Attorney at Iowa Legal Aid. In 2009, he prevailed in the Iowa Supreme Court, in the landmark case of War Eagle v. Plummer, 775 N.W.2d 714 (2009). That decision invalidated the Iowa statute that allowed certified mail notice of an eviction hearing, as a violation of due process. Bill moved to New York and worked at the Legal Aid Society of Northeastern New York for three years, in Albany and Saratoga Springs, defending many evictions in city, town, and village courts. He was then a Staff Attorney at Legal Services of Central New York, where he practiced housing law from 2015-2022. He is the author of the New York Guide to Residential Landlord-Tenant Law, a comprehensive and authoritative treatise published by LexisNexis.
